Who do I make this cheque out to? Is it just to camp america? Also, do they expect us to be telepathic? I only know about this cheque because of the forum.

just realised I probably should have said. Apparently there's a £5 cheque that you have to send with your postal application to get your passport from the camp america head office to the embassy.

If you read the powerpoint on the visa section for returners the slide explains all about the cheque and says that it needs to be made payable to Camp America for £5

Yeah I didn't know about it either - dont know how I missed it on the powerpoint. I send off my visa and they rang me asking me to send them a cheque for a fiver - apparently its to cover the cost of camp america taking your application to the embassy. You just make it out to Camp America.
